Please try to change a new battery first (if needed). Sometimes the wireless mouse cursor jump randomly, it's possible the AP router (AP router and receiver use the same frequency) or a battery low problem will cause the receiver frequency to be affected.
Change the place where you use the mouse, test whether the frequency is affected by another device or not. If yes, move the AP router farther away from receiver, and also move the mouse closer to receiver. But if it is not a wireless mouse, the mouse is broken.

Check if your device is a plug-n-play device or not. If yes, there is no need to install a driver.
Some devices have additional buttons and you need to install the driver, but for those models, you do not need to install the driver if you do not want to use the additional buttons. The cursor, Left/Middle/Right buttons should work fine. Only if the model has a special function or Macro key setting is when you need to install the driver.
1. Update your USB Device Driver on Device Manager.
2. Restart your PC and unplug the USB cable again.
3. Connect the USB cable to PC directly, to exclude the problem of output voltage of Hub. If you plug in too many USB cables into the same USB slot, it will cause a low supply voltage to the USB cable.

Try to change the battery first. The mouse is 2.4GHz frequency which is the same as the WiFi router, and the the mouse has the frequency hopping function. If you use too many of the same series/model of mice in the same area, it may also cause this problem. But if your mouse is a wire mouse, the mouse is broken.

The laptop will search for the receiver/USB device in Windows 7 /Windows 7 Pro the first time, which causes the cursor not to move for awhile. If it does not work after waiting for three minutes, pull the receiver/USB device out and then plug it again.

If you have plugged in other keyboard or mouse receivers, there could be interference between them. Use only one set of devices at a time. But if the problem is the same, it is a hardware problem on the product.
